After mixing under oxidative conditions the maximum concentration to hair must not exceed 4% calculated as free base.
This is a compound which is or has the potential to be an aniline/toluidine salt. Given that companies are not required to list the related salts of the compound used in their ingredients, in the interest of consumer health and safety, similarly related compounds to those found in banned lists will be rated equivalently.
Recent Findings:
The Hong Kong Consumer Council has labelled toluene-2,5-diamine (PTD) as an "extreme sensitiser" and that even "a small amount of sensitisers could trigger allergic skin reactions in some people" despite complying with concentration standards set in Mainland China and the European Union. It has also stated that "p-Phenylenediamine (PPD), m-Phenylenediamine (MPD) and Toluene-2,5-diamine (PTD) were on the Poisons List of Pharmacy and Poisons Regulations".
